Cost of Living in Vlore Albania: Our April 2026 Expense Breakdown

Cost-of-Living Reports | Albania | American Expat Life | Reader's Favorites | Vlore

What is the cost of living in Vlore, Albania like? Here’s our April 2026 expense report – two American retirees living abroad on a budget one country at a time.

If you’ve been following our journey, you know that as a retired American couple moving country-by-country, we pride ourselves on keeping it real. When we published our first year cost of living in Albania report, we promised you that we wouldn’t just leave you with a one-time snapshot. We committed to keeping you updated as our day-to-day life and costs in Vlorë normalized over time.

Heads up on the currency: Because we know you are trying to figure out how far your Social Security or pension will go abroad, we did the Albanian Lek to USD conversion math for you. All numbers in this breakdown are provided in USD based on what actually left our account.

📊 April 2026 Cost of Living in Vlore Albania – at a Glance

  • Grand Total Spent: $4,644.17 (Target: $2,700.00)
  • Before You Freak-out: Our Monthly Living Cost: $3,245.48
Yes, that’s still $545 over our $2,700 baseline — but we had family here for two weeks. Factor in the extra meals, excursions, and general ‘show them a good time’ spending and that gap makes complete sense. Strip all of that out and our actual day-to-day costs land right where we expected them to.
  • The Core Spikes (One-Time & Special Events):
    • ⚖️ Long-Term Residency Attorney Fees: $937.84
      (One-time unbudgeted cost)
    • ⛵ Touristing & Excursions (2 Weeks): $626.20 (family visiting)
    • 💼 Quarterly Business Social Security / Healthcare: $134.65 over budget

If you remember from that first-year report, we discovered that Albania offers an incredible quality of life for an affordable, target budget of $2,700 a month.

For a retired couple looking to stretch a pension or Social Security income, that baseline allows you to live exceptionally well without constantly pinching pennies.

But life on the road is rarely a perfectly straight line.

This April, our spreadsheet caught a serious case of sticker shock. We ended up spending a total of $4,644.17—placing us $1,944.17 over our target baseline.

Before you close this tab, hear us out. April was a genuinely unusual month — we were finalizing our long-term residency paperwork while also playing tour guides to family who’d flown over to see our new life firsthand. One is a once-and-done legal cost. The other is exactly the kind of thing you move abroad for. Neither one reflects what a normal month here actually costs.

Albania Residency Costs & Attorney Fees

  • Actual Residency Line-Item: $1,018.61

One of the absolute biggest structural perks of Albania for Americans—which we raved about in our first-year report—is a unique visa rule: U.S. citizens are granted a full year visa-free stay upon arrival. Unlike the restrictive 90-day Schengen zone rules that force senior nomads to constantly hop borders, Albania invites Americans to unpack, breathe, and slow down.

However, because we are committed to making a long-term homebase here beyond that initial visa-free year, we decided to bring in the professionals. A massive single-day expense of $937.84 went directly to our (one-time) attorney fees.

Hiring legal help to handle the paperwork, translations, and local residency application filings wasn’t originally what we planned but after reviewing the e-Albania website (which crashes on a regular basis) and talking with other expats that have been or are going through the process, we decided to hire a professional and let them deal with the stress. The good news? This is a one-time capital investment in our lifestyle, not a recurring monthly bill.

Activities:

  • Actual Activities Spend: $626.20
  • Budget Target: $300.00 (Over budget by $326.20)

What is the point of saving money on a retirement destination if you don’t use those savings to enjoy life with the people you love? April was an incredibly special month because we had family visiting us in Vlorë for two whole weeks.

Naturally, our entertainment and activities expenses doubled. We leaned heavily into regional excursions, historic sights, coastal experiences and hired a taxi to give our family an unforgettable taste of the Albanian Riviera.

Interestingly, while we spent heavily on making memories, our inner-city public transportation cost was just $14.48 for the whole month. Vlorë is beautifully walkable, meaning our daily coastal strolls with family doubled as our exercise and our commute!

Cost of Food & Housing in Vlore Albania

Housing: 2 bedroom, 2 bathroom with full seaview apartment on the Lungomare

  • Actual: $797.45 (includes all utilities)
  • Budget Target: $900.00 (Under budget by $102.55)

As our life here normalizes, our housing costs in Vlorë continue to prove exactly why we fell in love with Albania. Even with family in town, we managed to stay more than $100 under our monthly food and housing target, secure in our comfortable home base without a massive financial burden.

Food & Groceries:

  • Food Out Actual: $495.30 (Over budget by $95.30)
  • Groceries Actual: $510.84 (Over budget by $110.84)
  • Total Food Subtotal: $1,006.14 against an $800 budget

Just like back in the States, our daily routine here in Vlorë looks a lot like yours: cooking at home, running everyday errands, and trying not to spend all our money at the local seaside cafés!

With extra mouths to feed for half the month, we fully expected our food numbers to climb. Vlorë’s cafe culture is incredibly tempting, and with family visiting we simply went out for more meals than usual. Still, feeding an entire household on fresh, high-quality Mediterranean ingredients for around $1,000 a month is an absolute steal compared to what it would cost back in the States.

Healthcare, Technology & Clothing

When you look at our expenses, you’ll see two other categories that crept over our standard baseline targets. These reflect the administrative realities of maintaining a mobile retirement:

  • Healthcare: $434.65 (Over budget by $134.65) – Rather than a standard retiree residency, Jeff obtained a business/self-employment permit. That means he’s required to make quarterly social security and healthcare contributions to the Albanian government — costs a retiree on a standard permit wouldn’t have. If you’re planning to retire here without registering a business, your healthcare costs will look quite different from ours.(Since we pay this quarterly, the trend will be Under/Under/Over as we track individual months.)
  • Technology: $136.60 (Over budget by $36.60) – Running a travel blog isn’t free — website hosting, software, and social media tools add up in ways a typical retiree’s budget simply won’t include. If you’re not running a business abroad, you can comfortably scratch this line item from your planning.
  • Clothing & Misc: We spent $269.87 on clothing and $195.63 on miscellaneous daily needs. Now that we don’t have to carry everything we own, every time we travel, we are expanding our wardrobes just a little bit. We also both bought new shoes in April which accounted for almost $200 of the clothing expense.

📈 The Residency Progress Report: What It Has Cost Us So Far

For those of you planning a similar move, here’s a running look at what we’ve spent getting residency established in Albania — from the day we started the process through April:

  • January: $916.51 (Relocation) | $382.24 (Residency Setup)
  • February: $292.75 (Relocation) | $78.88 (Residency Setup)
  • March: $200.35 (Relocation) | $251.26 (Residency Setup)
  • April: $0.00 (Relocation) | $1,018.61 (Residency Setup)

Total Transition Investment: $3,140.60 (so far)

‘Relocation’ costs include the taxi ride from Saranda to Vlore as well as all the things we have purchased for the apartment to set it up as our long-term homebase. New bedding, pots and pans, throw rugs… Mostly comfort and convenience items to enhance our lifestyle.

Notice the beautiful trend here: our moving and relocation transit costs have officially dropped to zero as we’ve settled completely into Vlorë. And while April felt heavy due to our final attorney fees, this brings our total multi-month legal and administrative setup to $1,730.99.

For those of you planning a similar move, these numbers give you a realistic picture of what to expect beyond your monthly living costs — the one-time setup investment of actually getting yourself established somewhere new.

So what do our April numbers actually tell you if you’re planning your own move? Strip out the one-time attorney fees and the family visit spending and two people can live comfortably in a seaview apartment in Vlorë much closer to our $2,700 goal. That’s the number that matters. Vlorë has treated us beautifully this month, paperwork and all — and next month should look a lot more like what we originally budgeted for.
